Realtor says we can't pull HVAC permits in time, how worried should I be?

Our HVAC failed inspection, 26 years old, not shocked. Got a great installer lined up, way cheaper than the other bid, but hes only a journeyman so he cant pull the permit himself. My realtor just told me flat out we wont get permits in time and I dont even know if thats true or shes just not trying. Buyer addendum says the system has to be new AND working before closing. Am I about to blow this deal over nothing?

Ive lived in my condo for 21 years, its a 3 bed 2 bath in a suburb north of Atlanta, and I told my realtor Id rather sell as-is and offer buyer concessions instead. She keeps pushing back and insisting on repairs. A handyman walked through and quoted $5,340, mostly ceiling paint after some drywall cracks got patched, plus stretching the carpet and fixing two kitchen cabinet doors that dont close right. Is it actually worth paying for all that myself before listing?
