Does a bedroom have to have a closet to be a bedroom?

How large does the closet have to be and does it have to have doors. Can you just have shelves. Does it have to be built in?

In Texas, there isn’t a legal definition that dictates how big a closet must be, or that it has to have doors. For real estate and appraisal purposes, a “closet” is generally recognized as a built-in storage space in a bedroom, usually with hanging rods and/or shelves. We've had sellers purchase a wardrobe closet, attached it to the wall and the appraisers have counted it as a true closet. Appraisers have discretion, and what one may count another might not. In Texas, the general expectation is that a closet is a built-in, permanent storage space within the bedroom, usually with room for hanging clothes. So, in Houston, the closet doesn’t have to meet a specific size or door requirement by law, but built-in storage with a rod and doors is what buyers and appraisers typically expect.

In Florida, a room does not necessarily need a closet to be considered a bedroom (although many buyers will expect that). While some jurisdictions may have specific code requirements for closets, the Florida Building Code primarily focuses on other factors like minimum size, emergency egress, and proper ventilation.

Does a bedroom have to have a closet to be a bedroom? The requirements by code and appraisal standards for a bedroom are:
Square footage is a minimum of 70 sq.ft. There must be an exterior wall location, must be exterior access, like a door or window, for egress or escape. A ceiling height of 7 ft., and cannot be used to access another room.

A door is not required for a closet. I have seen bedrooms with a standalone closet that is not built in. Check with your county code building department for specifics like heating; AC is not a requirement in Florida.

There is no universal rule across the U.S. Building codes vary by county/local jurisdiction. Most define a bedroom by minimum size, means of egress (usually a window for fire escape), and sometimes ceiling height.
Appraisal & lending standards sometimes they expect a closet to count it as a bedroom for valuation purposes, even if the code does not require it.

Great question—this one comes up a lot in Texas real estate!

Short answer: No, Texas does not have a statewide law that requires a closet for a room to be called a bedroom.

Texas Law & Building Codes --
Neither the Texas Property Code nor the Texas Real Estate Commission (TREC) requires a closet for a bedroom designation. Building codes (like the International Residential Code, which many Texas cities adopt) focus more on safety requirements for sleeping rooms—such as minimum square footage, ceiling height, ventilation, heating, and an egress window or door for emergency escape. Sometimes you’ll see it marketed as a “flex room,” “office/guest room,” or “optional bedroom” to set expectations.

If a room has:
- A legal egress (window or door to outside)
- Adequate ceiling height and square footage (typically 70+ sq ft, with at least 7 ft dimension)
- Heating/ventilation

…it can count as a bedroom in Texas—even without a closet.

Generally, a room needs a door and a window to qualify as a bedroom.

Whether a room is considered a “bedroom” depends on local building codes and appraisal standards, and the rules can vary. In many areas, a closet is not a legal requirement — what matters more is that the room has a proper window for egress, heating/cooling, and meets minimum size requirements (often around 70–80 sq. ft. with at least one direction measuring 7 feet). Some buyers expect a closet, but it doesn’t always have to be built-in; wardrobes, shelving, or even alcoves may be acceptable. For resale purposes, a built-in closet with doors is preferred, but technically a room can still qualify as a bedroom without one if it meets code.

Each state has specific rules regarding what constitutes a bedroom. A standard requirement is that it have ingress and egress, more commonly known as a window and a bedroom door. Some states also require a closet to consider it a bedroom.
