You can absolutely ask people not to wear shoes. Just post a sign near the door with a box of shoe covers. They sell boxes that actually say please remove shoes on Amazon and you can buy shoe covers as well.

We have had good luck with lighting a candle that is the sugar cookie scent. It tends to make people feel like home.

The best option is to talk to the school district. Here in Memphis/Germantown TN they will allow a certain amount of transfer students.
