In my market, it's standard practice. But are they really necessary to sell a home? Not really. The market is so hot right now that you could take them wth your iphone! Sellers want them, so to get the listing, you need to be prepared to wow them with your marketing.

Is it better to list with a discount brokerage to save on commission?

It's not so much the brokerage, but the agent. There are many great agents who will discount their commissions. Be sure you interview all agents to find out how much experience they have, how they negotiate, and how they will market your home.

How do I negotiate seller credits for a 20 year old roof?

Tell them that most insurance companies won't insure a house with a 20 year old roof. So whether they sell to you or the next person, they'll have to address it.

Get the seller to obtain permits for the work. In most towns, it's just opening up permits and having the work inspected so the permits get closed. As to your question regarding the city forcing you to tear it out, have your agent call them. Don't give them the address, but ask a general question.
