No can't opt out if the home is in that neighborhood or community. It comes with the property. What they pay for depends on the neighborhood. The real question is not just " How much is the fee?aEUR? but " What am I getting for it, and what rules come with it?aEUR? Make sure you can live with the rules. Read the covenants and restrictions.
