If you are going to sign a contract they do need to disclose how much they are going to charge for their services. Commission is completely negotiable in California so it would depend on the agent/broker how much they would charge you.

is now a bad time to sell in california?

Hi Vivian largely depends on your motivation to sell. Houses are still selling and will continue regardless of where the rates are at as long as you work with the right agent. We are going into a more normal market and houses are selling at value instead of $50k - $100k over value as they were in the past few years. Hope this helps.
